I'm trying to avoid atm fees, can a non-resident open a saving account using just a passport? Or are there other ways to avoid ATM fees? My bank charges $5 on top of the $2.50.

Pretty certain you can't open one with just a tourist visa.

You`re probably right, Ion, the fees for transfering money to a Lao account should be lower.

I opened an account at BCEL when I had a tourist visa and they didn`t ask for a work permit. My passbook states a hotel in Vientiane as my address :)

That was at their office on Thanon Pangkham.

Oh ok, so it's good to know for some tourists who might spend quite a long time here or for those who live on a tourist visa.

Phongsavanh Bank will open a saving account with a passport as an only id required. One has to use their atm, otherwise fees are tacked on, I was told by a manager.
I've arrived today, so I'll try to open one next week.
