    Vacancy Announcement

    Title: Accountant
    Department: Administration and Finances
    Areas of responsibility: Accounting
    Working with: Cashier
    Accountable to: Chief of accounting and administration

    General Mission:
    Implement and control procedures and accounting of AFESIP program in Lao PDR

    Means, skills and experience :

    General means: Computer, accounting codes, project budgets, staff register
    Diploma : General accounting diploma
    Requested skills:
    - 1 year professional experience in accounting,
    - good computer skills, especially Excel,
    - hard working
    - good level in English language
    - Knowledge in NGO accounting and accounting software is an asset
    - French language is an asset

    Terms of Reference:

    Objective 1: Inspect the accounts of the program:
    Activities:
    - Organize and verify receipt of the monthly accounting bases on time;
    - Check and control the elements of accounting packages, including coherence between parts and cash books, balance and physical count;
    - Check the consistency of the electronic accounting databases: accounting codes, project codes, budget lines, entitled;
    - Check and ensure the eligibility of bills;
    - Check the submission of accounting documents (translation, numbering, format);
    - Submit to the Chief Accountant the corrections for possible errors
    - Obtain additional information bases, if necessary;

    Objective 2: Enter the accounting data bases in the software (SAGA):
    Activities:
    - Check the computerized accounting basis before integrating the software;
    - Give the computer file to the administrator after importation and control of accounting bases;
    - Notify administrator of the parameters to be added to the accounting system;
    - Check with the HR manager that the staff database is complete and validated

    Objective 3: To ensure the archiving of the projects’ invoices
    Activities:
    - Provide monthly double archiving of accounting documents;
    - Edit and classify analytical ledgers by contract;
    - In collaboration with the Administrator ensure the classification of accounting records including previous budget allocation when it has been changed;

    Objective 4: Participate in accounting capacity building of the staff together with the Chief accountant
    Activities:
    - Identify technical problems;
    - Provide technical support;
    - Facilitate training on accounting.
